Verizon to buy $3.6B of spectrum from Comcast, Time Warner, for 4G LTE (Digital Trends)

Verizon Wireless has purchased 122 spectrum licenses from a number of cable companies as it aims to bolster and expand its 4G LTE network, the company announced today. The licenses come from Comcast, Time Warner Cable and Bright House Networks, and were purchased for $3.6 billion in total.

The purchase is actually for shares of the company SpectrumCo, of which the cable giants each own a chunk. Comcast is selling its 63.6 percent share for $2.3 billion; Time Warner, which owns 31.2 percent is getting $1.1 billion from the deal; Bright House Networks is receiving about $189 million for its 5.3 percent share of SpectrumCo. This means that Verizon now owns, strangely, 100.1 percent of SpectrumCo. (We?re guessing that the numbers reported are simply rounded too high, meaning that the extra 0.1 percent is just an error.)

Dan Mead, president of Verizon Wireless, said the additional spectrum will help the company deliver greater access to its 4G LTE network, which currently ranks as the fastest wireless connection in the US, but is still not available to all customers nationwide.

?Americans deserve excellence from a wireless service provider, and innovative wireless companies plan ahead in order to deliver on that expectation,? said Mead in a statement. ?Spectrum is the raw material on which wireless networks are built, and buying the spectrum now solidifies our network leadership into the future, and will enable us to bring even better 4G LTE products and services to our customers.?

The US House and Senate are both currently considering bills that would give incentives to cable companies to release portions of their spectrum to the government, which would then put the spectrum up for auction for wireless companies to buy.

Verizon?s purchase of the spectrum must first be approved by the Federal Communications Commission before the deal will be allowed to go through.

The FCC recently allowed AT&T to withdraw its bid to purchase T-Mobile USA after the commission requested that a federal judge review the deal. The primary reason for AT&T wanting to buy T-Mobile was to increase its control of wireless spectrum ? something it will need more than ever to compete against Verizon, if this deal is approved.

Broker for would-be Times Square bomber sentenced (AP)

NEW YORK ? A man unwittingly swept up in a failed terror plot to bomb Times Square last year was sentenced on Thursday to three years' probation.

Mohammad Younis had pleaded guilty to charges he arranged an illegal transfer of $7,000 to Faisal Shazad ? money Shazad claimed that the Pakistani Taliban provided to fund his one-man strike against New York City.

Younis and his brother in Pakistan were part of underground money transfer system known as hawala, authorities said. When the Times Square attack was in the planning stages, Younis' brother sent him the cash that he delivered to Shazad at a Long Island railroad station.

Prosecutors in federal court in Manhattan acknowledged that Younis never knew about Shazad's plot. But they argued that a potential sentence of up to six months would be appropriate to deter money transmissions that could fund terrorism.

Attorneys for the Pakistan-born Younis asked for leniency, describing him as a working-class immigrant who posed no danger.

"I'm really sorry," Younis told the judge before he was sentenced. "It will not happen ever, ever again."

Shazad is serving a life sentence after admitting he built a car bomb he left in Times Square to avenge U.S. military intervention in Muslim countries. The bomb malfunctioned but still spread fear throughout the city.

UN: Syrian forces commit 'crimes against humanity'

Syrian troops have killed hundreds of children and committed other "crimes against humanity" since the government crackdown began in March, a U.N. probe said Monday.

At least 256 children were killed by government forces as of early November, with some of them tortured to death, according to the report by a panel of independent experts.

The report said that men and boys were sexually tortured at military detention facilities and a 2-year-old girl shot to death just to prevent her from growing up to be a demonstrator.

"Torture was applied equally to adults and children," said the panel's report to the U.N. Human Rights Council. Among its details were that "numerous testimonies indicated that boys were subjected to sexual torture in places of detention in front of adult men."

The panel said government forces used excessive force to "shot indiscriminately at unarmed protesters" while snipers targeted others in the upper body and head. It found Syrian security forces cooperating with militias were given "shoot to kill" orders to crush demonstrations.

"These crimes include murder, torture, rape and other forms of sexual violence," said the panel's chairman, Paulo Sergio Pinheiro, a Brazilian professor. "We have a very solid body of evidence."

The panel's members and staff weren't allowed into Syria. But the commission said that it had interviewed 223 victims and witnesses including defectors from Syria's military and security forces since September

The U.N. Human Rights Council named Pinheiro, Turkish women's rights expert Yakin Erturk and Karen Abu Zayd, a U.S. citizen and former head of UNRWA, the U.N. agency that aids Palestinian refugees to lead an international investigation of allegations of human rights abuses in Syria.

The commission was asked to follow up on a report from the U.N. human rights office that crimes against humanity may have occurred during Syria's crackdown since March against anti-government protesters, and to find those responsible.

Among the other findings listed in the report:

? Checkpoints had "blacklists" of people wanted by authorities and orders to shoot demonstrators trying to pass.

? On April 25, in Dar'a, dozens of conscripts who fired into the air rather than follow an order to shoot directly at people's homes were themselves killed by security forces posted behind them.

? The injured people taken to military hospitals were beaten and tortured during interrogation. In Homs, they suffered at the hands of security forces dressed as doctors allegedly with the "complicity" of real medical personnel.

? Arbitrary arrests and unlawful detentions were widespread. Most of those arrested were blindfolded and handcuffed and denied food or medical help. Thousands more may have been abducted and disappeared.

Speed's death casts pall

LONDON - In an earlier version, The Associated Press misidentified the manager of Wales' team who was found dead at age 42. His name is Gary Speed. A corrected version exists below.

LONDON - The death of Wales manager Gary Speed cast a shadow over the English Premier League games on Sunday.

Liverpool and Manchester City observed a moment of silence before their 1-1 draw at Anfield hours after news broke that Speed had been found dead at age 42. Asked to do the same, the fans at Swansea's 0-0 draw with Aston Villa instead opted for an impromptu minute's applause and chanted Speed's name.

Villa goalkeeper Shay Given was in tears thinking of his former Newcastle teammate, while Wales striker Craig Bellamy was so upset he was left off Liverpool's squad.

"It is a devastating loss for football and my heart goes out to Gary Speed's family," Villa manager Alex McLeish said. "We would have understood if Swansea had wanted to cancel the game. We would certainly have agreed with that."

Four members of Speed's Wales squad were involved at Swansea's Liberty Stadium in south Wales. Ashley Williams, Neil Taylor and Joe Allen started for the home side and James Collins lined up for Villa.

"We decided from our end that we wanted to play as a mark of respect for Gary because he was a great man of football," Swansea manager Brendan Rodgers said. "It is just so sad. He had been doing a fantastic job for Wales, and it's a sad day for football."

The game at Anfield was more eventful as Liverpool did old rival Manchester United a favor by becoming only the second team this season to stop unbeaten City from winning in the Premier League.

Vincent Kompany put City ahead in the 31st minute when he glanced a header into the top corner from David Silva's corner kick, but Joleon Lescott's outstretched leg deflected Charlie Adam's shot past goalkeeper Joe Hart for an own goal that tied it just two minutes later.

Mario Balotelli received the third red card of his City career, but Hart made a couple of strong stops to keep the game tied. Silva could have won it for 10-man City but his shot was blocked on the line by one of a trio of covering defenders.

With 11 wins and two draws from 13 games, City leads defending champion United by five points.

BARCELONA, Spain (AP) - Real Sociedad defender Inigo Martinez converted a spectacular last-minute shot from inside his own half on Sunday to give his team a 3-2 win at Real Betis in the Spanish league.

The game looked to be headed for a draw but Martinez pushed forward and caught Betis goalkeeper Casto Espinosa off his line with a perfectly placed left-footed lob from near halfway out on the left.

"The ending to the game was just cruel," said Betis coach Pepe Mel, whose team has lost eight of the last nine matches after a strong start to the season.

Martinez scored a similar goal from the halfway line in a 2-1 loss to Athletic Bilbao earlier this season.

The game in Seville came alive following a scoreless first half. Antoine Griezmann missed a penalty kick for Sociedad before visiting Basque went in front on Imanol Agirretxe's 56th-minute header and Carlos Vela's goal in the 76th.

Substitute forward Jonathan Pereira pulled Betis level with goals in the 81st and 85th before Martinez's dramatic winner.

Sociedad ended an eight-game winless run and provisionally moved out of the relegation zone.

Also Sunday, Levante routed Sporting Gijon 4-0 to end a three-game losing streak in the Spanish league.

Levante stayed in fourth place, one point behind Valencia, with the first victory since its memorable start to the season took it to the top of the league for the first time in its history.

"No one can doubt this team," Levante coach Juan Ignacio Martinez said. "The important thing is that we have already earned 26 points at this stage of the season."

Also, 10-man Mallorca beat Racing Santander 2-1 for its first win since Joaquin Caparros replaced Michael Laudrup as coach, while Osasuna also played a man down for the final 15 minutes and held on for a 2-1 win at Espanyol. Granada beat Athletic Bilbao 1-0, and Sevilla edged Zaragoza 1-0.

BERLIN (AP) - Bayern Munich wasted a chance to go top of the Bundesliga after losing at Mainz 3-2 on Sunday.

Andreas Ivanschitz, Marco Caligiuri and Niko Bungert scored for the home side, with Daniel van Buyten scoring twice for Bayern. The Bayern defender almost completed a hat trick in injury time but fired wide from close range.

Bayern slipped to third after its second straight loss, one point behind defending champion Borussia Dortmund. Dortmund beat Bayern last weekend and leads Borussia Moenchengladbach on goal difference.

Ivanschitz opened the scoring in the 11th minute when Nicolai Mueller split the Bayern defense with a perfect ball for the Austrian, who slotted it in from a narrow angle.

Van Buyten equalized in the 56th with a header shortly before Caligiuri scored from about 30 yards away to put Mainz back ahead.

Defender Bungert thought sealed the win with a header from a corner in the 74th but Van Buyten ensured a tight finish when he scored again five minutes later.

Also Sunday, Naldo's powerful free kick helped Werder Bremen move back up to fourth with a 2-0 win over Stuttgart.

Brazilian defender Naldo unleashed a shot from the edge of the penalty area into the top right corner in the 67th, as Bremen coped without the injured Claudio Pizarro to bounce back from last week's 5-0 loss at Moenchengladbach.

Aaron Hunt broke the deadlock 10 minutes earlier with a shot through goalkeeper Sven Ulreich's legs.

"Many players weren't at their normal levels today," Stuttgart coach Bruno Labbadia said. "We just weren't as consistent as we were in previous weeks."

MILAN (AP) - Inter Milan needed a last-minute goal from Luc Castaignos to beat 10-man Siena 1-0 on Sunday and move further away from the Serie A relegation zone.

Inter's second straight league win lifted it to 15th in the standings, four points off the bottom three.

Inter leapfrogs Fiorentina, which lost 2-0 at Palermo on goals from Fabrizio Miccoli and Josip Ilicic. Fiorentina had Cesare Natali sent off in the final minutes after he picked up a second yellow card for dissent.

Also Sunday, Adrian Mutu had two goals to lead Cesena a 2-0 win over Genoa, and Cagliari drew 1-1 with Bologna. Zlatan Ibrahimovic scored his 100th Serie A goal to help AC Milan crush Chievo 4-0 and keep the pressure on Serie A leader Juventus.

Inter is 11 points behind Juventus, which also has a game in hand, but coach Claudio Ranieri has not given up hope of making up lost ground.

"I don't know if now we're back in it," Ranieri said. "I said this game was important because they're all finals for us. We have to always look to win. It will be very difficult but that's our aim."

Inter had few chances during a tight match at the Stadio Artemio Franchi.

Thiago Motta found Castaignos in the middle of the area and the Dutch youngster managed to squeeze a shot in between two Siena defenders for his first goal in Inter colors.

Siena striker Franco Brienza was sent off seconds after the goal for dissent.

Cesena also managed to record a second consecutive victory. Genoa missed several chances to take the lead.

Cesena moves into 19th in the standings and now has a point more than Lecce, which takes over bottom spot. And Fiorentina is closer to being sucked into a relegation battle.

Miccoli beat the offside trap in the 22nd minute to give the home side the lead. The Palermo captain timed his run to perfection as he raced onto Ilicic's through ball before slotting home for his fourth goal this season.

Miccoli was taken off the field on a stretcher at the end of the first half after complaining of a right knee problem.

PARIS (AP) - Paris St Germain surrendered the lead to Montpellier in the French league on Sunday as Marseille bounced back from two straight losses to beat its big-spending rival 3-0.

Marseille was under pressure after losing to Montpellier last weekend and to Greek side Olympiakos in the Champions League on Wednesday.

Lyon routed Auxerre 3-0. Argentine striker Lisandro Lopez headed home a cross from Michel Bastos in the 20th minute before beating the offside trap in the 69th to slip the ball past goalkeeper Olivier Sorin.

Bastos sealed the win with a chip in the 88th.

Also Sunday, Arnold Mvuemba converted a penalty in the 63rd to give Lorient a 1-0 win over Nice.

Affair allegation is Cain campaign's latest crisis (AP)

ATLANTA ? Republican candidate Herman Cain declared "Here we go again" as he faced the latest crisis in his presidential campaign: an accusation of a 13-year extramarital affair with an Atlanta businesswoman.

On Monday, Ginger White said in an interview with Fox 5 Atlanta that her affair with Cain ended not long before the former businessman from Georgia announced his candidacy for the White House.

"It was fun," said White, 46, as she described how Cain had bought her plane tickets for a rendezvous in Palm Springs, Calif. "It was something that took me away from my sort of humdrum life at the time. And it was exciting."

Cain went on television to deny White's claims even before the report aired. It was a faster and more deliberate response than he had managed when it was reported that three women alleged he had sexually harassed or groped them when he was the president of the National Restaurant Association in the mid- to late 1990s. The trade group paid settlements to two women who had worked there.

"Here we go again," Cain told CNN as he denied White's accusation. "I didn't do anything wrong."

Cain avoided reporters and their questions when he attended a fundraising event Monday night in the Virginia suburbs of Washington. That may be more difficult Tuesday, when he is scheduled to speak to students at Hillsdale College in Michigan, or Wednesday, when he is scheduled to begin a bus tour through Ohio.

As some conservative Republicans sought an alternative to Mitt Romney, Cain surged in the polls while pushing his 9-9-9 tax plan and providing tough criticism of President Barack Obama during televised debates.

But as the harassment stories surfaced, Cain stumbled in explaining his views about U.S. policy toward Libya and other foreign policy issues, creating an opening for rival Newt Gingrich to assert himself as a more reliable, seasoned politician to challenge Romney and even Obama. Cain fell in the polls and Gingrich began to rise.

Although Cain said Monday there had been no affair with White, his lawyer issued a public statement that included no such denial and suggested that the media ? and the public ? had no business snooping into the details of consensual conduct between adults.

After the initial report and Cain's denial, White told The Associated Press that Cain was not being truthful when he said there had been no affair.

"That would be false," White said. "What I said in the interview was true."

At her apartment in Dunwoody, Ga., White declined to elaborate on her statements during a brief interview with the AP. "I can't make any comment on this," she said. "We're trying to be slightly sensitive."

In its report, Fox 5 Atlanta said White had Cain's name in her cell phone contacts, and when its reporter sent a text message to the number, Cain called right back.

"He told us he knew 'Ginger White' but said these are more false allegations," the station reported. Cain said White had his number because he was trying to help her financially.

In a written statement released immediately after the story aired, Cain's campaign said detractors were trying to "derail the Cain Train with more accusations of past events that never happened."

In his initial denial, Cain vowed to remain in the presidential race as long as he has the support of his wife, with whom he said he had discussed the most recent allegation.

In her interview, White said she decided to come forward after seeing Cain attack his other accusers in an appearance on television.

"It bothered me that they were being demonized, sort of, and being treated as if they were automatically lying, and the burden of proof was on them," she said. "I felt bad for them."

White told the Atlanta TV station she expects to be scrutinized by Cain and the media.

Georgia court records show a series of judgments against White for not paying rent in Atlanta-area apartments, including one filed about two weeks ago.

In the interview, she said she first met Cain in the late 1990s in Louisville, Ky., when he was president of the National Restaurant Association. They had drinks and he invited her to his hotel room, she recalled.

She quoted Cain as telling her, "You're beautiful to me and I would love for us to continue this friendship," then produced his personal calendar and invited her to meet him in Palm Springs.

White has been accused of lying before. A former business partner, Kimberly Vay, filed a libel suit as part of a larger business dispute with White. Vay's attorney, Kurt Martin, said a judge sided with Vay after White failed to respond to the suit. Martin said a jury must still decide whether to award damages.

White's attorney, Edward Buckley, acknowledged the libel suit. He said White thought the libel claim had been settled as part of a larger settlement.

4 killed in plane crash in suburban Chicago

Four people were killed when a small plane crashed near Crystal Lake, Ill., a northwest suburb of Chicago, officials said.

The accident happened around 10:30 a.m. local time, according to Federal Aviation Administration spokeswoman Elizabeth Isham Cory. The Marion Pilots Club Inc. in Marion, Ind., is the registered owner of the plane, according to the FAA registry.

Investigators said they're still trying to determine from where the Cirrus-SR20 departed. The planewent down near Route 14 and North Ridgefield Road, NBC News Chicago reported.

Theplane was flying by "visual flight rules" or VFR, which means looking out the window, so the pilot was not talking with air traffic control, Cory said.

Cory said further information about the crash would come from the McHenry County coroner's office, which was not immediately available for comment.

Romney campaign hits back after Dem 'flip' charges (AP)

WASHINGTON ? Mitt Romney confronted double-barreled allegations Monday that he has flip-flopped on key issues, the first time the 2012 presidential campaign has focused squarely on what many see as the Republican contender's biggest political liability.

The former Massachusetts governor hastily arranged for supporters to hold conference calls with reporters to combat a new Democratic ad that highlights his changed positions on abortion, immigration, guns and other issues.

And Romney also took fire from a Republican rival, former House Speaker Newt Gingrich. Gingrich, fresh from an important endorsement in New Hampshire, told a South Carolina radio audience that "it's wrong to go around and adopt radically different positions based on your need of any one election."

The lines of attack showed that leaders of both parties see Romney as the Republican front-runner, with the Iowa caucuses five weeks away. The criticism also sharpened the campaign rhetoric only days after Romney raised eyebrows with a TV ad that quoted President Barack Obama out of context.

The trading of blows had to compete for attention with the latest setback for Herman Cain, who surged to the top of GOP opinion polls at one point but has recently faded. A Georgia woman said Monday she had had a 13-year affair with him. Cain, who is married, denied the allegation. His lawyer said "private alleged consensual conduct between adults" should not be a subject of campaign coverage.

Romney supporters say Obama is eager to turn attention away from the weak economy. But the urgency of his campaign's reaction to the Democratic ad suggested he sees the flip-flop accusations as serious.

Details of Romney's shifts on key issues are not new. Yet they have played only a peripheral role in the eight-person GOP nominating contest so far, to the dismay of some Democrats.

In a career that includes an unsuccessful Senate race and one term as governor in Massachusetts, plus a 2008 presidential bid, Romney at times has favored legalized abortion, a ban on assault weapons and a pathway to legal status for some illegal immigrants.

He since has rejected those views. He also takes a harder line than before on government stimulus programs and bank bailouts. Romney's health care initiative in Massachusetts required residents to obtain medical insurance, but he rejects the notion that it was a model for Obama's national plan enacted last year.

Over the years, Romney has minimized the significance of some of his policy shifts. He attributes others to heart-felt changes of opinion.

The Democratic National Committee on Monday launched a multi-state attack, portraying Romney as a politician in conflict with himself. A TV ad is airing in the battleground states of North Carolina, Virginia, Pennsylvania, Ohio, Wisconsin and New Mexico. Democrats also held events in Iowa, Florida, Michigan, Maryland and Massachusetts to call attention to a longer and more detailed version of the criticisms on the website mittvmitt.com.

The video calls Romney "an unparalleled flip-flopper." It shows two late-night comedians mocking his sincerity and three Fox News reporters seeming to question Romney's authenticity.

Romney's campaign responded with conference calls featuring current or former Republican officials from nearly a dozen states. In general, their remarks focused on Obama's economic record rather than on point-by-point efforts to defend Romney against flip-flop charges.

Tim Pawlenty, a former Minnesota governor who endorsed Romney after dropping his own presidential bid this year, said Obama has failed to create jobs or reduce the federal debt. "This administration does not want to campaign against Mitt Romney and be forced to defend three years of failure," Pawlenty said.

In one conference call, Rep. Patrick McHenry, R-N.C., said Romney "has stated clearly that his position has evolved" on abortion. McHenry said he is satisfied that Romney would be a staunchly anti-abortion-rights president.

Meanwhile Monday, Gingrich told WSC Radio in Charleston, S.C., that he is "a lot more conservative than Mitt Romney." In response to a question about Romney's eagerness to be elected, Gingrich said: "I wouldn't switch my positions for political reasons. It's perfectly reasonable to change your position if facts change. If you see new things you didn't see - everybody's done that, Ronald Reagan did that. It's wrong to go around and adopt radically different positions based on your need of any one election. Then people will have to ask themselves, `What will you tell me next time?'"

Democratic activists said it's unlikely their ads will significantly influence the GOP primary. But they are happy to start roughing up Romney now, either to begin getting their message out to independent voters or conceivably to help another possible Republican nominee viewed as more vulnerable than Romney next fall.

GOP insiders have seen Romney as the favorite from the start. Yet polls show him struggling to lock down the support of more than one-quarter of Republicans. The Iowa caucuses will be held Jan. 3, with the New Hampshire primary coming a week later. January contests in Florida and Nevada will follow.

Gingrich won the sought-after endorsement Sunday of the Union Leader, New Hampshire's largest newspaper and a prominent conservative voice in the state. He hopes to avoid the type of momentum losses suffered earlier this year by Rep. Michele Bachmann, R-Minn., Texas Gov. Rick Perry and businessman Cain after they rose to the top of Republican polls alongside Romney.

Romney generally answers accusations of flip-flopping by diminishing his shifts in views or calling them old news.

The new DNC ad shows an undated video clip of him addressing abortion and saying, "I will preserve and protect a woman's right to choose."

In early 2007, Romney said he changed his view on abortion after meeting with a stem cell researcher.

"The comment was made that this really wasn't a moral issue because the embryos were terminated or destroyed at 14 days," Romney said at the time. "And it struck me very powerfully at that point, that the Roe v. Wade approach has so cheapened the value of human life that someone could think it's not a moral issue to destroy embryos that have been created solely for the purpose of research." Romney said he told an aide, "I want to make it very clear that I'm pro-life."

Roe v. Wade is the landmark 1973 court decision that barred states from outlawing abortion in most instances.

Seems like Big G updates its browser of choice with fresh features every time we turn around, and one of Google's own, dev advocate Paul Kinlan, revealed that another spate of upgrades are arriving for Chrome early next year. The headliner is plug-and-play support for gamepads, but native support for cameras, microphones and open-source video chat framework WebRTC are on the docket too -- features that give Chrome some considerable gaming chops when combined with its existing WebGL and HTML 5 prowess and, he says, could bring OnLive to the web without plugins. If you thought Angry Birds on a browser was a great, we can't wait to see what's in store when a proper controller and integrated video chat are involved.

Biden's 2012 targets: Ohio, Pennsylvania, Florida (AP)

WASHINGTON ? A year from Election Day, Democrats are crafting a campaign strategy for Vice President Joe Biden that targets the big three political battlegrounds: Ohio, Pennsylvania, and Florida, states where Biden might be more of an asset to President Barack Obama's re-election campaign than the president himself.

The Biden plan underscores an uncomfortable reality for the Obama team. A shaky economy and sagging enthusiasm among Democrats could shrink the electoral map for Obama in 2012, forcing his campaign to depend on carrying the 67 electoral votes up for grabs in the three swing states.

Obama won all three states in 2008. But this time he faces challenges in each, particularly in Ohio and Florida, where voters elected Republican governors in the 2010 midterm elections.

The president sometimes struggles to connect with Ohio and Pennsylvania's white working-class voters, and Jewish voters who make up a core constituency for Florida Democrats and view him with skepticism.

Biden has built deep ties to both groups during his four decades in national politics, connections that could make a difference.

As a long-serving member of the Senate Foreign Relations Committee, Biden cemented his reputation as an unyielding supporter of Israel, winning the respect of many in the Jewish community. And Biden's upbringing in a working class, Catholic family from Scranton, Pa., gives him a valuable political intangible: He empathizes with the struggles of blue-collar Americans because his family lived those struggles.

"Talking to blue-collar voters is perhaps his greatest attribute," said Dan Schnur, a Republican political analyst. "Obama provides the speeches, and Biden provides the blue-collar subtitles."

While Biden's campaign travel won't kick into high gear until next year, he's already been making stops in Ohio, Pennsylvania and Florida this fall, speaking at events focused on education, public safety and small businesses and raising campaign cash. Behind the scenes, he's working the phones with prominent Jewish groups and Catholic organizations in those states, a Democratic official said.

Biden is also targeting organized labor, speaking frequently with union leaders in Ohio ahead of a vote earlier this month on a state law that would have curbed collective bargaining rights for public workers. After voters struck down the measure, Biden traveled to Cleveland to celebrate the victory with union members.

The Democratic official said the vice president will also be a frequent visitor to Iowa and New Hampshire in the coming weeks, seeking to steal some of the spotlight from the Republican presidential candidates blanketing those states ahead of the January caucus and primary.

And while Obama may have declared that he won't be commenting on the Republican presidential field until there's a nominee, Biden is following no such rules. He's calling out GOP candidates by name, and in true Biden style, he appears to be relishing in doing so.

During a speech last month to the Florida Democratic Convention, Biden singled out "Romney and Rick", criticizing former Massachusetts Gov. Mitt Romney for saying the government should let the foreclosure crisis hit rock bottom, and hammering Texas Gov. Rick Perry's assertion that he would send U.S. troops into Mexico.

And he took on the full GOP field during an October fundraiser in New Hampshire, saying "There is no fundamental difference among all the Republican candidates."

Democratic officials said Biden will follow in the long-standing tradition of vice presidents playing the role of attack dog, allowing Obama to stay out of the fray and appear more focused on governing than campaigning.

The officials spoke on the condition of anonymity in order to discuss internal strategy. The Obama campaign has been reluctant to publically define Biden's role in the re-election bid this early in the run, though campaign manager Jim Messina did say the vice president would deliver an economic message to appeal for support.

"You'll see him in communities across the country next year laying out the choice we face: restoring economic security for the middle class or returning to the same policies that led to our economic challenges," Messina said.

Democrats say Biden will campaign for House candidates in swing states as the party tries to recapture some of the seats in Congress lost during the 2010 midterms.

And here again, the vice president's efforts in politically crucial Ohio, Pennsylvania and Florida could be most important. The Democratic Congressional Campaign Committee is targeting 12 districts in those states that Obama and Biden carried in the 2008 presidential race but are represented by Republican representatives.

New York Rep. Steve Israel, who chairs the committee, said he believes Biden could be a "game-changer" in those districts.

"All he has to do is ask voters, has the Republican strategy of no worked for you?" Israel said.

Israel met with Obama and Biden at the White House earlier this month to discuss, among other things, their role in congressional campaigns. While Israel said he hopes Obama will actively campaign for Democratic House candidates, he said "the vice president has already volunteered."
